About Rachel Cardinal
I coordinate all rentals featured on this website and serve as the Rental Agent for all properties. I am also the Property Manager for the buildings owned by Hartsford Properties. My day-to-day work includes leasing, tenant support, inspections, and ensuring that each building is cared for with attention and respect.
My focus is on creating calm, well-managed communities in Russell and Embrun where people feel safe, respected, and at home. I work closely with owners, contractors, and service providers so that tenants always have a clear point of contact and a positive living experience.

The new apartment projects highlighted here are being developed by OCS Holdings Group Inc., part of Olico Builders . OCS focuses on designing and constructing modern, energy-efficient buildings in growing communities like Russell and Embrun.
I collaborate closely with OCS during pre-leasing and lease-up so future residents have a smooth transition from “under construction” to “move-in ready.”
